COMPETENCY-BASED MEDICAL EDUCATION AND PROGRAMMATIC ASSESSMENT: EVIDENCE, OUTCOMES, AND STRATEGIC IMPLEMENTATION

Competency-based medical education (CBME) represents a paradigm shift from time-based training to outcome-oriented physician development. Central to CBME is programmatic assessment, which integrates multiple low-stakes assessments into a coherent framework for decision-making and feedback. This comprehensive review examines theoretical foundations, assessment strategies, educational outcomes, and implementation challenges associated with CBME. Evidence indicates that programmatic assessment enhances clinical competence, reflective practice, and learner accountability. However, successful adoption requires cultural change, faculty development, and institutional commitment. This article synthesizes current evidence and proposes strategies for sustainable implementation.
